Neil Cooper (3) founded NYC's ROIR (short for "Reachout International Records") as a cassette-only label in 1981. The label has released an amazing amount of truly pivotal underground albums spanning a number of genres including punk, indie, dub, reggae, industrial and more. Many of their cassette releases were later issued on vinyl and CD.
