Chen Fen-Lan (born 1948 in Tainan, Taiwan) is a Taiwanese pop singer who recorded in both Mandarin and Taiwanese. Known as "Taiwan's Hibari Misora," she began her career at the age of eight with her hit debut record Gū-Lú Ê Guān-Bāng (The Orphan Girl's Wish).

At 14, she moved to Japan to pursue her music career, becoming the first singer from Taiwan to enter the Japanese music industry. She is the original singer of the legendary classic The Moon Represents My Heart (月亮代表我的心). Another of her signature hits is the lively Taiwanese song Pleasant Sailing (快樂的出帆), whose hopeful lyrics capture Taiwan's vibrant maritime spirit and have been covered by numerous female artists.
